This appears to be a Sheaffer Triumph fountain pen with a fine (F) nib.
The reason for the "as is" condition is that the cap and barrel seem to be mismatched. The clip on the cap is gold, which suggests a gold nib, but the nib is actually steel. Also, the cap is stamped "MADE IN AUSTRALIA," but the nib is stamped "USA." Looking closely at the images, you can see a difference in the sheen between the cap and the barrel.
The pen definitely writes, so if you don't mind these discrepancies, you can still enjoy the Sheaffer inlaid nib. A converter is also included, so you can enjoy your favorite inks.
